    The White House insists the too-successful cash for clunkers program, despite running out of money, remains up and running Friday and will continue to operate through the weekend as the administration seeks additional funding for it.

    White House Press Secretary Robert Gibbs told reporters the Car Allowance Rebate System (CARS) program remained "up and continuing to run," according to Politico.com. For those intending to buy a car over the weekend, "the program will be in place," Gibbs said.

    But Gibbs did say the administration is trying to find additional funding the program even as Congress recess for the August break. Congress reportedly is voting Friday on an additional $2 billion for CARS. An update is expected later in the day.

Another $2 Billion for Cash For Clunkers?

    Democrats are looking to add $2 billion to the Cash for Clunkers Bill.  And when that's gone in another eight days?

    According to a Reuters report, legislators are working to put another $2 billion into the CARS program, a move that would keep the popular program ($1 billion in the first four official days of the program) alive. But if it took four days to spend $1 billion, will it take just another eight days to spend another 2?

    The vote, if it comes, would come as early as Friday in the House. Since the House goes on recession late on Friday, it would have to.

    The Senate would also have to approve the funds immediately.

2010 Highlander Hybrid Price Remains the Same

    Toyota announced the Highlander Hybrid for 2010 will be priced the same as a 2009 Highlander Hybrid.

    The base MSRP price for the 2009 Highlander Hybrid ranged from $34,700 for the two-row, four-wheel drive with intelligence base model up to $41,020 for the three-row, four-wheel drive Limited model.

    The 2010 Highlander gas model, which will be assembled at Toyota Motor Manufacturing, Indiana (TMMI) beginning in October, will have an available backup monitor on the multi-informational display for the Base grade V6, and a power tilt/slide moonroof for the Base grade four-cylinder. Highlander Hybrid carries over unchanged for 2010. The MSRP for the 2010 Highlander gas and hybrid models remains unchanged except for the Highlander Sport, which adds a stainless-steel exhaust tip and will increase $50. Cash For Clunkers May be Done?

    The Detroit Free Press is reporting the Cash for Clunkers program has been so successful that it may already be finished, four days after its official start.  It was supposed to last up to three months, but the government made it clear it would only last until the money was spent.

    On Wednesday night, sources said the National Automobile Dealers Association surveyed its dealers to gauge how many Cash for Clunker transactions they had in the works. The average number of working deals for the 1,900 dealers who responded amounted to nearly 14 transactions, with more deals qualifying for the top $4,500 voucher than the $3,500 voucher.     $1 Billion, blown through in four days.  That's mind-blowing.

    The big question may be what vehicles have been scrapped, and what cars have been put out on the road.  Autobytel looked at the vehicles being searched for on their site and came up with a list of trucks being checked for their eligibility:

    I hope the government puts some numbers out on what cars were bought using the taxpayers money. 

    In the meantime, consumers and dealerships are starting to get worried.  What happens if the CARS program gets suspended, even though a dealership has already sold a new car?
    Ken Czubay, Ford Motor Co.’s vice president of U.S. sales and marketing, said many Ford dealers are worried that they will be out thousands of dollars per car if they sell a vehicle to the consumer, disable the engine, and find out later the funding has been exhausted.
    Oh, and remember the 'refresh' of the mileage data which forced some people who had already made the deal to suddenly lose out, when their 'clunker' went from 18 mpg to 19 mpg, making them ineligible?
    Federal officials also said today that the government would honor any deal agreed to before changes made in a federal database of mileage figures last Friday.

How-To: Install Miro 2.5.1 in Ubuntu 9.04 Jaunty Jackalope

    Miro is a great application for watching videos and high-definition TV podcasts in Linux. The latest release is 2.5.1, a bug fix release for the 2.5 series, which has a faster start-up time, a new, revamped library interface, new keyboard shortcuts, a refined interface and lots of bug fixes. Miro is an awesome multimedia application, especially if you like watching videos at high quality.

    Miro 2.5.1 in Ubuntu 9.04

    By default, Ubuntu Jaunty comes with Miro 2.0, but the Miro project offers their own repositories for Ubuntu with the latest Miro packages, so you can easily fetch and install the latest release using the instructions below.

    1. Edit the sources.list file
    Edit the /etc/apt/sources.list file using your favourite text editor (e.g. sudo nano /etc/apt/sources.list or gksudo gedit /etc/apt/sources.list) and add the following line:

    deb http://ftp.osuosl.org/pub/pculture.org/miro/linux/repositories/ubuntu jaunty/

    2. Update the package lists
    Type in a shell like GNOME Terminal:

    sudo apt-get update

    3. Remove your existing Miro
    If you have an older version of Miro installed on your Ubuntu system, first remove it:

    sudo apt-get remove --purge miro
    sudo apt-get autoremove --purge

    4. Install Miro 2.5.1
    Type:

    sudo apt-get install miro

    This should do it. Miro 2.5.1 should be now properly installed and you can run it by typing Alt+F2 and writing miro in the run box that appears.

    Alternately, here are instruction to install it the graphical way (applies for Ubuntu with GNOME):

    Open System -> Administration -> Synaptic Package Manager. You will be asked for your user password upon opening Synaptic.

    Next, in Synaptic go to the Settings -> Repositories menu, then click on the Third-Party Software tab in the window that pops up. Click the Add button and copy/paste the line below (it's the same line you would have added in the /etc/apt/sources.list file by hand):

    deb http://ftp.osuosl.org/pub/pculture.org/miro/linux/repositories/ubuntu jaunty/


    Click the Add Source button, close the window and then click the Reload button in the main Synaptic window.

    Next, just search for Miro in the packages list in Synaptic, mark it for installation including its dependencies and you're ready to go.

House Bill Will Set Aside Half a Billion a Year For Research into Hybrids, Batteries, and Other Alternatives

    House Committee on Science and Technology unanimously approved a $550 million bill (H.R. 3246) that begins in 2010 and would grow to $590 million by 2014 to fund research, development, demonstration, and commercial application of vehicles and related technologies.  Another $200 million, again increasing each year to $240 million in 2014, would go to Medium and Heavy Duty Commercial Vehicles.  Another $35 million, decreasing down to $15 million by 2014,  would go to user facilities and $20 million is being set for three years running (2010-2012) to a non-road pilot program.

    The funds will go towards the Energy Dept for conducting research on advanced vehicle technologies, including batteries and storage devices, hydrogen fuel cells, engines and communications. It would also provide support for construction and modification of new vehicle, engine, and component research and testing facilities.

    The intention of the bill would be to provide for a program of research, development, demonstration and commercial application in vehicle technologies at the Department of Energy (DOE) with a goal of reducing or eliminating petroleum fuel use and their associated emissions. The bill highlights critical research needs and emphasizes needs in medium- to heavy-duty commercial vehicles.

    This legislation will help ensure the vehicles of the future are built in the U.S., creating new jobs here at home,” said bill author Rep. Gary Peters (D-MI). “To sufficiently transition our transportation sector off of foreign oil, we must develop more fuel efficient passenger vehicles and commercial trucks. The Advanced Vehicle Technology Act will help America take a major step toward energy independence.”

    General Motors Co., Chrysler Group LLC and Ford Motor Co. endorsed the bill, as did the Motor & Equipment Manufacturers Association and many major auto suppliers. (Source: DetNews)

Toyota is Answering Your Questions

    Toyota representatives are answering questions all week long at the guardian in the UK.  Although there is some European slant on some of the questions and answers, the answers are interesting and thoughtful.  For instance, when asked about diesel-hybrids, the reps from Toyota have some good points to make:

    Hybrid technology can be applied to diesel and we actually sell a diesel hybrid truck in Japan. The main reasons we do not have a diesel passenger car are:
    - Technical: Vibrations on a diesel engine are much stronger during starting and stopping than for a petrol engine. This would make the switch from electric drive to engine drive less comfortable and not ideal for a passenger car. This is less essential in a commercial vehicle which is why we sell diesel hybrid in a small truck in Japan.
    - Environmental: Diesel engines cannot achieve the same low particulate emission level as petrol engines, for example NOx is still considerably higher than with petrol engines. This means a petrol hybrid is better for air quality issues as well as low CO2 emissions.
    - Cost: A diesel engine is more expensive than a petrol engine to manufacture, even before you add addition components (turbos, catalysts). So a diesel hybrid would be more expensive and not as clean overall.
    I've never thought of the vibration detail, so that's something new. The Toyota reps are also face the whole environmental impact of building a hybrid.
    Over its lifetime, a Prius emits 37% less CO2 than a similarly sized, UK-built petrol vehicle (with a conventional 2-litre engine) and 47% less NOx than a diesel vehicle.

    The BMW Group will not continue its Formula One campaign after the end of the 2009 season. Resources freed up as a result are to be dedicated to the development of new drive technologies and projects in the field of sustainability. BMW will continue to be actively involved in other motor sports series. The landmark decision to restructure BMW Motorsport’s activities was made at the Board of Management’s meeting yesterday.

    “Of course, this was a difficult decision for us. But it’s a resolute step in view of our company's strategic realignment," explained Dr. Norbert Reithofer, Chairman of the Board of Management of BMW AG. “Premium will increasingly be defined in terms of sustainability and environmental compatibility. This is an area in which we want to remain in the lead. In line with our Strategy Number ONE, we are continually reviewing all projects and initiatives to check them for future viability and sustainability. Our Formula One campaign is thus less a key promoter for us. Mario Theissen has been in charge of our motor sports program since 1999. We have scored a large number of successes in this period, including some in Formula One racing. I would like to express my sincere gratitude to Mario Theissen and his team for this,” said, Reithofer.

    Dr. Klaus Draeger, the member of the Board of Management responsible for development, said: “It only took us three years to establish ourselves as a top team with the BMW Sauber F1 Team. Unfortunately, we were unable to meet expectations in the current season. Nevertheless, our ten years of Formula One experience have had a major impact on our development engineers. We have racing to thank for numerous technological innovations as well as the competitive spirit that drives us to develop mass-produced cars.” Possible redundancies in Munich and Hinwil cannot be quantified at present. Says Draeger: “Since we only made this decision yesterday, we cannot provide any more precise information. We will develop and assess various scenarios and do our best to find a solution for the employees in Hinwil and the staff members involved in the Formula One project in Munich. We are aware of the responsibility we shoulder and will inform the staff as soon as we can make a clear statement."

    Says BMW Motorsport director Dr. Mario Theissen: “Of course, we, the employees in Hinwil and Munich, would all have liked to continue this ambitious campaign and show that this season was just a hiccup following three successful years. But I can understand why this decision was made from a corporate perspective. We will now focus sharply on the remaining races and demonstrate our fighting spirit and put in a good result as we bid farewell to Formula One racing.”

    BMW will continue its programs in a number of motor sports series: BMW will appear on the starting grid in the touring car series and young driver promotion program in Formula BMW. This will be supplemented by BMW’s participation in ALMS, the American Le Mans Series, endurance races and close-to-production customer sports. Furthermore, BMW Motorrad Motorsport will continue its campaigns, with the super bike world championship leading the way.
    BMW looks back on a long track record of success in the field of motor sports:
    BMW achieved eight Formula One victories from 1982 to 1985 with Brabham. In 1983, BMW won the driver’s championship with Nelson Piquet (Brabham BMW). The last win with the legendary turbo engine followed with Benetton in 1986. Ten victories were scored during the partnership with Williams (2000-2005). BMW had a total of 19 grand prix wins and 33 pole positions before the BMW Sauber F1 Team era.

    In its debut season in 2006, the newly established BMW Sauber F1 Team wound up fifth in the constructor’s championship. In 2007, the German-Swiss team came in second after McLaren-Mercedes’ exclusion from the points standings. The 2008 season saw the team in the hunt for the world championship until the end of the season, winding up third. Polish-born Robert Kubica achieved the first and hitherto only GP victory in Canada on June 8, 2008. So far, the BMW Sauber F1 Team has taken one pole position (Kubica in Bahrain in 2008) and 16 podium finishes. The BMW Sauber F1 Team occupies the eighth spot in the manufacturer’s standings in the season presently underway.

Toyota Plans a Low Cost Compact Hybrid 'Yaris'

    Toyota is looking to sell a hybrid compact at a lower price (under $16,000) starting in late 2011 according to the Asahi newspaper (via Reuters). That's well under the $20K the Honda Insight costs today, the lowest priced hybrid sold in the US or in Japan.

    The Toyota compact hybrid will be based on the Yaris platform, with a 'new cost competitive and fuel-efficient hybrid system.'

    A few examples brought to Edmunds.com's attention by shoppers through its forums are a 1993 Camry station wagon with a V6 engine, a 1988 Toyota 4Runner and a 1992 Saab 900S. Initially each had a combined mileage rating of 18 mpg so they qualified as clunkers, but their "refreshed" rating came in at 19 mpg, so they ended up not qualifying.

    AutoObserver.com has contacted the EPA for an explanation of the mileage ratings refreshed: no response yet.
    I wonder what the government will do if a week from now, they attempt another 'refresh' of the data? Who's going to pay if someone trades in this week, but finds out they don't qualify next week?

    This is the second big issue the program has faced. The first day the program was open for registration, the website crashed.     Initially developed for the Th!nk City electric car, the complete system is the first of its kind to provide off-the-shelf availability combined with made-to-order performance in a wide variety of plug-in hybrid (PHEV) and electric vehicle (EV) applications.

    "The ability to deliver a fully integrated, road-ready package that can be quickly tailored to suit a wide range of vehicle solutions is a major step forward for both of our companies," said Ener1 Chairman and CEO Charles Gassenheimer. "By significantly reducing time-to-market for our customers and meeting accelerated production milestones has opened up avenues of opportunity in exciting new programs.     The new technology platform being utilized for this program unites Think's industry-leading EV drive system with EnerDel's award-winning lithium-ion battery technology. A spin-out of Ford Motor Company in 2003, Think Global has more than 18 years' experience in producing environmentally friendly vehicles. The two companies began an active partnership in 2007, with EnerDel developing a 26-kWh battery system for the Th!nk City vehicle, the first pure electric vehicle of its kind to use the next- generation technology.

    "We have seen growing interest in supplying Think's proprietary EV drive system to third parties, a significant new business line and revenue opportunity," said Think Global CEO Richard Canny.     The Japan Postal Service is currently converting 25 percent of its fleet of combustion engine vehicles to electric drive as part of a government push to accelerate market adoption and infrastructure development for electric drive vehicles.
